Title VI (Civil Rights Act)
Also known as: Title VI of the Civil Rights Act of 1964
Title VI prohibits discrimination on the basis of race, color, or national origin in programs that receive federal financial assistance. In healthcare, Title VI applies to hospitals, clinics, and providers participating in Medicare or Medicaid. It is the statutory basis for federal civil-rights enforcement against health systems that discriminate.
Title VI was a major lever in the 1960s desegregation of Southern hospitals. It remains the legal foundation for the Department of Health and Human Services Office for Civil Rights complaints about discriminatory care today.
