Income eligibility thresholds reflect KFF State Health Facts as published for calendar year 2025, normalized against the HHS poverty guidelines released January 2025. Dollar figures are computed at 3-person household except where explicitly noted.
Doula coverage status is pulled from the National Health Law Program's doula Medicaid project (healthlaw.org/doulamedicaidproject), which is the only source that tracks implementation status nationally with reimbursement rates. Postpartum extension status comes from March of Dimes report cards (marchofdimes.org/report-card).
Black Medicaid enrollment counts come from the CMS T-MSIS Analytic Files where published. Some states don't publish race-stratified enrollment; those pages note the gap rather than interpolating.
