Nebraska voters adopted expansion through Initiative 427 in November 2018 with 53% of the vote. Coverage began October 2020 after a prolonged implementation fight over work requirements that was ultimately dropped.

For Black families

Roughly 32,000 Black residents are enrolled in Nebraska Medicaid (Heritage Health), per the most recent CMS T-MSIS analytic file. The number understates true eligibility: every state has Black eligibles who aren't currently enrolled, usually because of the administrative-churn rates that rose sharply during the 2023 unwinding.
