On maternal health specifically: Healthy Indiana Plan (HIP) has extended postpartum Medicaid coverage to 12 months (effective 2022-04-01), and has a doula Medicaid benefit pending CMS approval.

Indiana's HIP 2.0 waiver uses a POWER account — beneficiaries above 100% FPL pay monthly contributions. SB 132 (2023) required the Family and Social Services Administration to study doula reimbursement; a State Plan Amendment is pending CMS approval as of 2025.

Roughly 225,000 Black residents are enrolled in Healthy Indiana Plan (HIP), per the most recent CMS T-MSIS analytic file. The number understates true eligibility: every state has Black eligibles who aren't currently enrolled, usually because of the administrative-churn rates that rose sharply during the 2023 unwinding.
