On maternal health specifically: Utah Medicaid has extended postpartum Medicaid coverage to 12 months (effective 2022-07-01), and does not cover doula services through Medicaid.

Utah voters adopted expansion through Proposition 3 in November 2018 with 53% of the vote. The legislature narrowed coverage in the 2019 session; full ACA expansion took effect January 2020 after CMS rejected the narrower plan. Utah Health Policy Project led the expansion campaign.

For Black families

Roughly 10,800 Black residents are enrolled in Utah Medicaid, per the most recent CMS T-MSIS analytic file. The number understates true eligibility: every state has Black eligibles who aren't currently enrolled, usually because of the administrative-churn rates that rose sharply during the 2023 unwinding.
