On maternal health specifically: MaineCare has extended postpartum Medicaid coverage to 12 months (effective 2022-07-01), and covers doula services through Medicaid at up to $1,641 per full perinatal package (effective 2023-10-01).

Maine voters adopted expansion via ballot Question 2 in November 2017; implementation was delayed by Governor LePage and finally took effect January 2019 under Governor Mills. MaineCare added doula coverage at $1,641 per package October 2023 (Public Law 2023, c. 412).

Roughly 11,500 Black residents are enrolled in MaineCare, per the most recent CMS T-MSIS analytic file. The number understates true eligibility: every state has Black eligibles who aren't currently enrolled, usually because of the administrative-churn rates that rose sharply during the 2023 unwinding.
