Duval County, consolidated Jacksonville, has roughly 274,000 Black residents (~30%). UF Health Jacksonville is the county's level-I trauma centre and its principal safety-net hospital. The city's historically-Black neighbourhoods in the Northside, around the Edward Waters University campus, are the focus of the Duval County Health Department's Fetal and Infant Mortality Review program, which targets ZIP codes with the widest Black–white infant mortality gap.

Jacksonville's 2023 reinstatement of the Jacksonville Urban League's Healthy Connections community health worker program is the largest city-funded Black-health initiative in north Florida.
