Who qualifies and how the income limits work
HUSKY Health uses these income limits: Pregnant people up to 263% of the poverty level (about $71,850 a year for a family of three in 2026); Children, through Medicaid or CHIP, up to 323% of the poverty level (about $88,240 a year for a family of three in 2026); Adults 19 to 64, including parents, up to 138% of the poverty level (about $37,700 a year for a family of three in 2026).
These limits include the 5% income disregard federal rules apply (42 CFR 435.603). The state makes the final decision based on your household and income.
Connecticut has expanded Medicaid, so adults 19 to 64 with income up to 138% of the poverty level can qualify.
For Black families
HUSKY Health pays certified doulas directly for care on or after January 1, 2025, as long as an enrolled physician, advanced practice nurse, physician assistant or certified nurse-midwife recommends the service. Coverage includes up to four visits during pregnancy or the 12 months after birth, plus the doula's attendance at labor and delivery. Doulas must hold Department of Public Health certification before they can enroll.
