The federal Black Maternal Health Momnibus has stalled in Congress, but state legislatures have passed more than a dozen state-level Momnibus-equivalent laws on implicit bias training, race-stratified hospital reporting, perinatal health coverage, and dedicated maternal health offices. Where these laws exist, Black maternal outcomes measurably improve.
